About Development Commissioner

Mr. Vijay Kumar, an officer of 1987 batch of Indian Trade Service (ITS), is presently working as Development Commissioner Gift City SEZ Gandhinagar. He did his M.Sc. in Botany from Punjab Agriculture University (PAU) Ludhiana, Punjab, MBA in Public Policy Management (PPM) form MDI Gurgaon and Masters in Business Law from National Law School of India University (NLSIU), Bangalore. His parent organization, Directorate General of Foreign Trade (DGFT), is mainly responsible for implementing Foreign Trade Policy of the government. He has worked in Chennai, Delhi, Mumbai and Bangalore offices of DGFT.

Sh. Kumar also implemented Automobile Policy of the government from 1998 to 2002. Later he worked with Export Inspection Council (EIC), which is an autonomous body under Ministry of Commerce, for five years from 2003 to 2008. EIC is entrusted with assurance of quality in exports from India. He also worked as Director in the Ministry of Commerce, where his job involved interacting with WTO on various matters such as Government Procurement Agreement (GPA), Information Technology Agreement (ITA), Market Access for Non-Agricultural goods (NAMA) etc. He was also the lead negotiator on behalf of India in the Rules of Origin (RoO) negotiations in the RCEP (Regional Comprehensive Economic Partnership), a plurilateral Free Trade Agreement involving 16 countries till May 2016.

He headed Bangalore office of DGFT for 2 years and then joined head office of DGFT at Delhi in September 2018. In DGFT, he was handling various areas like Export Policy and Licensing (including SCOMET items), Advance licensing Scheme, Policy relaxation Committee, Norms fixation and District as Export Hub (DEH) Initiative etc.

Upon transfer from DGFT Head office, he has joined Ahmadabad DGFT office with additional charge of Development Commissioner Dahej SEZ, Jamnagar DEZ and Gift City SEZ in August 2022.
